William Neale is senior counsel to the law firm Krieg DeVault LLP in Indianapolis, from which he retired as a partner in 2018. His practice focused primarily on business and transactional matters including public-private partnerships involving the Indianapolis-based Naval Air Warfare Center, the management of the Indianapolis Water Utility, and the modernization of the state of Indiana’s public assistance eligibility determination system. Neale served as a member of the firm’s Executive Committee and chaired the Business and the Healthcare Practice Groups.

Neale was a director of USA Group from 1997 to 2000. He was elected to the board of USA Funds in 1997 and served as chairman of the board from 2000 to 2009. He also served on the Strada Governance and National Engagement committees.

Neale has numerous community affiliations, including emeritus director and past secretary of the Greater Indianapolis Chamber of Commerce; member and past chairman of the Indiana University Robert H. McKinney School of Law Board of Visitors; emeritus director and former chairman of Young Audiences of Indiana; and member and former director of the Kiwanis Club of Indianapolis. From 2000 to 2007 he served on the board of the Lumina Foundation for Education.

Long active in numerous Republican political campaigns, he served as the treasurer of Dan Quayle’s presidential, vice presidential and senatorial campaigns from 1984 to 2004. From 1992 to 1995, he was a presidential appointee to the Council of the Administrative Conference of the United States, a federal agency formed to advise the executive, legislative, and judicial branches concerning administrative law matters. Additionally, he served on the Federal Judicial Merit Selection Commission and the Presidential Meritorious Rank Awards Board. He has also served as a director of the Conner Prairie Interactive History Park, as secretary and director of Fairbanks Hospital, as member and past chairman of the Butler University Business Consulting Group, and as director of the Indiana University Research and Technology Corp. In 2018, he was named a Sagamore of the Wabash by Indiana Gov. Eric Holcomb. He is also the recipient of the Indiana University Robert H. McKinney School of Law Distinguished Alumni Award.

Neale received a Bachelor of Science from Indiana University and his Juris Doctor from the Indiana University Robert H. McKinney School of Law. He resides with his wife, Carolyn, in Fishers, Indiana. They have two sons and one daughter.
