Marshall C. Grigsby, Ph.D., is president and chief executive officer of Grigsby & Associates LLC, a consulting firm specializing in educational policy issues and the legislative process. He was elected to the USA Funds board in 2002.

Grigsby has served as the senior legislative associate for higher education with the U.S. House Committee on Education and the Workforce. Prior to his service on Capitol Hill, he served as an associate dean and faculty member at Howard University, executive vice president and provost and chief operating officer at Hampton University, and as president of Benedict College in Columbia, South Carolina. Grigsby is also the founder, president, and CEO of Educational Research Systems, a nonprofit research organization focused on comprehensive socioeconomic, educational, and policy issues affecting students of color.

In 2003, Grigsby was inducted into the Smithsonian Institution’s The History Makers, a national video database of outstanding African Americans. Grigsby continues to offer consulting and evaluation services to higher education institutions throughout the United States. In 2018, Grigsby was appointed to the U.S. President’s Board of Advisors on Historically Black Colleges and Universities. Grigsby is listed in several “Who’s Who” publications.

He received his undergraduate education at Morehouse College and earned master’s and doctorate degrees from the University of Chicago. Grigsby resides with his wife Harriet in Silver Spring, Maryland.
